Minister Flávio Dino of the Federal Supreme Court (STF) determined on Sunday (24) that the Federal Police open an investigation to investigate 964 parliamentary amendments that did not have registered work plan. The transfers total about R $ 694 million and were made between 2020 and 2024. The Federal Court of Audit (TCU) will have ten days to identify the authors of the amendments and the states that received the resources. The information will be sent to the Federal Police Regional Superintendencies, which will lead the findings.

The so -called PIX amendments are direct transfers from the Union budget to states and municipalities, without specific destination previously defined. Until 2024, this mechanism did not require the presentation of the work plan, but the Supreme Court determined that the execution of transfers can only occur by this formalization. According to official data, in February 2025 there were more than 8,200 work plans pending registration. This number fell to 6,700 in March, but 964 amendments follow irregular.

In the same decision, Dino determined that the Attorney General of the Union (AGU) and ministries to elaborate, within 15 business days, a schedule for the analysis of amendment accounts between 2020 and 2024. The Comptroller General of the Union (CGU) should also audit the transfer to the Moriá Association, which received funds to organize Student Digital Sports Games in the Federal District. There are suspicions of overpricing and diversion of funds.

The minister also ordered Banco do Brasil, Caixa Econômica Federal and Banco do Nordeste to create specific accounts for collective amendments of benches and commissions. Other financial institutions should adopt mechanisms to prevent withdrawals in kind or irregular transfers. Dino stressed that, from the budget of 2026, the transfers of individual amendments will be made through a “order of payment of the partnership”, as it aims to expand traceability and control over resources.
