Minister André Mendonça of the Federal Supreme Court (STF) was chosen rapporteur of the investigation into illegal discounts on associative tuition fees of retirees and pensioners of the National Institute of Social Security (INSS).
The case began to be investigated in April this year in the Federal Police Operation without Discount, which investigates a national scheme of unauthorized associative monthly discounts. It is estimated that about R $ 6.3 billion were deducted from retirees and pensioners between 2019 and 2024.
After the investigation advances, part of the investigation was sent to the Supreme after the PF found the presence of a federal deputy as a suspect. Based on the privileged forum, the case ended up in court.

Initially, the investigations were sent to Minister Dias Toffoli. Then, the Attorney General’s Office (PGR) asked the investigation to be sent to another minister because it understood that Toffoli was not a predecessor (automatic competence) to analyze the issue.
It was up to the president of the Supreme Court, Luis Roberto Barroso, to decide the issue. Earlier, Barroso determined the redistribution of the case, and André Mendonça was chosen the new rapporteur.
