At the first meeting as a rapporteur of the INSS CPI, Deputy Alfredo Gaspar (Union-AL) presented a work plan that covers investigating fraud in benefits paid by the institute since 2015, which encompasses the second term of former President Dilma Rousseff. The intention to include the management of the petista is the target of protest of governors, who threaten not to approve the Gaspar document. The idea is that the plan will be voted later this Tuesday.
– The criminal conduct practiced from the second government of President Dilma Rousseff will be considered, pervading all governments to the present day. That is, there is no partisan here, everyone will be investigated, ”said Gaspar.
Senator Carlos Viana (Somos-MG), president of the collegiate, announced that after reading the work plan by Gaspar the session will have a break to reach a consensus.

At the beginning of the session, the governors managed to get deputy Duarte Júnior (PSB-MA) as vice president. The first requirements for convening testimonials should also be voted on this Tuesday. Some possible witnesses are considered sensitive, including President Lula’s brother, José Ferreira da Silva, known as Friar Chico, vice president of a union. In his statement, Duarte said he wants to be a name of “technical exemption.”

The commission was installed at a time when the government accumulates wear out by recent defeats in Congress and seeks to prevent the investigation from becoming a direct confrontation between allies and opponents. Even before voting on its first requirements, the CPI already accumulates 910 requests not yet appreciated. Among the requirements on Tuesday’s agenda are calls for names linked to Lula and Bolsonaro governments, as well as requests for access to investigations into the fraud.
The defeat of the government in the election of the CPI presidency was clear with the victory of Carlos Viana, in a plate that brought together sectors of the opposition, which indicated Alfredo Gaspar as rapporteur. The movement surprised the base, exposing weaknesses in the internal articulation, although the ruling block keeps a numerical majority in the collegiate. Initially, the base had articulated agreement with Senate and House Presidents David Alcolumbre (Union-AP) and Hugo Motta (Republicans-PB), respectively, predicting Omar Aziz (PSD-AM) in the presidency and Ricardo Ayres (Republicans-TO) in the rapporteur, but the plan was frustrated by the opposition offensive.
In addition to the position dispute, the government monitors the commission agenda and tries to influence the calendar of meetings, currently marked by the opposition to Mondays and Thursdays, days when Brasilia is often empty. The strategy also includes contacts with independent senators, legal studies on the possibility of restricting calls and articulations so that testimonials such as Frei Chico do not occur.

Lula’s brother is linked to the National Union of Retirees, Pensioners and the Elderly (Sindnapi), cited in a report of the Comptroller General of the Union (CGU) on possible fraud. Frei Chico is not investigated, and the union denies irregularities. There is no request for his call on the agenda of this session.
The government also tries to guide key requirements such as the call of former President Jair Bolsonaro (PL) and Senator and former Justice Minister Sergio Moro. These requests are not on the agenda of today’s session and should face difficulties to be voted.
The INSS CPI is configured as a government articulation capacity test, which needs to balance the defense of allies, avoid unnecessary politicians and maintain control over the flow of information and documents while the commission advances in the collection of testimonials. For Planalto allies, the challenge is to prevent the investigation from becoming an instrument of political pressure against Lula and its base, while preserving the image of transparency and legality.
