The president of the House of Representatives is seeking the support of the president of the Senate, to approve what became known as the “PEC of Armagem”. The proposal aims to expand the legal certainty of parliamentarians, establishing new criteria for police operations and arrests. The matter states that operations against parliamentarians may only occur in cases of specific crimes and that any detention will need to be evaluated by the National Congress plenary, as well as requiring approval by the Supreme Court plenary (STF) for arrests, which, in practice, would prevent monocratic decisions.
According to sources, Alcolumbre would have already signaled that the theme needs more time to be discussed with the Senate leaders. However, the expectation of the opposition is that the proposal will be based on this week’s leaders’ meeting to advance to the House Plenary. Deputy Marcos Pereira (Republicans), one of the supporters of the measure, said that the proposal has the support of parliamentarians from various political spectra, including the left, who also see the need to “refine” current legislation.
Political commentator João Belucci analyzed the opposition strategy, highlighting the complexity of the scenario:

For analyst Thulio Nassa, PEC’s approval would be a victory for the legislature, albeit partial:
