The Federal Police () states that the businessman, senator’s alternate (Union-AP), had an informant in the National Department of Transport Infrastructure in Amapá (DNIT/AP).
Chaves was one of the targets of Operation Route 156, which aims to deviate from DNIT/AP contracts. He owns at least two companies that participated in bids and won contracts from the public agency.
The operation fulfilled 11 search warrants on July 22 to advance the investigation on a criminal bidding scheme and diversion of federal public funds linked to maintenance and recovery contracts of the BR-156 highway in Amapá.
According to PF, the businessman was able to nominate for the DNIT staff at Amapá Elenice Fernandes. She was hired without selection process.

Messages found by the PF show that she kept a “personal closeness” with Breno Chaves and referred to the entrepreneur as a “pilot”.

According to the investigation, Elenice “had privileged access to documents and sensitive information from the municipality and shared internal data with Breno, behaving as an internal informant.”
In an audio in possession of the PF, the DNIT employee states that the businessman “sends” in the superintendence of the organ in Amapá.
“16 -minute audio reveals that Elenice hid a listening to a car and in conversations mentioned that ‘Breno sends here at Dnit’ and ‘Superintendent Marcello was his nomination’,” says an excerpt from the decision that authorized search and seizure at the employee’s addresses.
Defenses
In a statement, the defense of Breno Chaves stated that the “process is under secret justice, which is why the defense demonstrations occur exclusively in the file.”
Also according to the defense, the entrepreneur “reaffirms his innocence and tranquility, and at the opportune moment he will speak, offering all the clarifications necessary for the press and society.”
In a statement released on the day of the operation, the Alcolumbre Communication Advisory stated that the senator has no relation to the companies mentioned in the operation of Tuesday (22), nor with the business performance of his second alternate.
“Alcolumbre reiterates its respect for institutions and understands that all involved must provide due clarifications to the court, respecting due process,” says the note.
Already DNIT, also in a statement, states that the agency contributes to the investigation, aiming at the complete elucidation of the facts and says repudiate “any fraudulent practice or act of corruption and has an anti -fiprude and anti -corruption policy that, among other aspects, makes this premise clear.”
