Party leaders of the Chamber assess that the two proposals for amendment to the Constitution (PEC) that limit the performance of the Federal Supreme Court (STF) and can be analyzed on Wednesday have distinct levels of support in the house.
The understanding is that the president of the House, Hugo Motta (Republicans-PB), wants to build a consensus text for the armor PEC, which restricts operations against parliamentarians, but that in relation to the PEC that limits the privileged forum there is no perspective on agreement-the scenario is rejected if the text is actually voted.

The PEC, authored by the licensed deputy and Minister of Tourism, Celso Sabino, establishes that parliamentarians cannot be removed from the mandate by court decision and that a precautionary measure, such as use of electronic anklet and house arrest, only has effect after being confirmed by the plenary of the Supreme Court (STF).
In addition, deputies and senators, if arrested in the act for unenforceable crime, which is foreseen in the Constitution, would be in the custody of Congress until the Plenary decides whether to maintain the arrest or determine the release. A group of deputies advocates an extension of the text to make, for example, with which parliamentarians are only investigated and processed with the approval of Congress.
Party leaders say that today the climate to approve the armor PEC is not easy either, but there is still an attempt at agreement. The rapporteur will meet with leaders and motta on Wednesday to align a text that is of consensus and, if there is advance, the PEC can be based on the same day.

On the other hand, the PEC that limits the forum, which is a demand from pockets and was placed as one of the conditions to interrupt the riot that paralyzed Congress after former President Jair Bolsonaro was under house arrest, has an even more difficult scenario.
A leader of a center party says that the congress summit does not want to lose the forum and have its cases analyzed by other instances other than the supreme. The assessment is that, while the Supreme Court is criticized for suffering political influence, judges of other instances also suffer from this and there are even more diffuse political pressures.

Behind the scenes of the House, the inclusion of the end of the forum in the agenda has been interpreted as a political signaling, rather than an attempt to approve the text. Center and left leaders heard by the report indicate that the decision to guide the proposal would have been motivated by the president’s presidents with opposition parties, as well as pressures from different benches.
Sources close to the presidency of the house also indicate that, despite the agenda, there are no concrete signs that the project will be voted on Wednesday. From 2017, the text was reported by Efraim Filho (Union-PB), but would need to be assigned to a new deputy, as Efraim is a senator today.
