More than 129,600 tenants will start receiving extraordinary support for income, with retroactive to January. The confirmation was given by the Ministry of Infrastructure and Housing, which also revealed that almost 59,000 beneficiaries will have the payment suspended for incongruities detected in the proceedings.
According to the Institute of Housing and Urban Rehabilitation (IHRU), quoted by the government in response to the Lusa Agency, they are able to receive the support 129,642 renters. Already 58,659 will be suspended until they regularize the situation in the Portal Consultation Citizen, available on the IHRU website.
Retroactive to January for those who meet requirements
Extraordinary support, created in 2023, has been criticized for the delay in payments and the slowness in the articulation between entities. The government has ensured that the amounts now paid will include retroactive since January, thus ensuring the compensation of the late months.
Beneficiaries who are suspended will be notified and will have to present the missing documents or correct data. Only after this regularization can payments advance.
Program targeted for criticism from the Justice Ombudsman
The day before, the court of Justice announced that it had sent a letter to the Secretary of State for Housing to request the urgent revision of the regime. The entity registered a “significant volume of complaints”, pointing out serious irregularities and failures in the operation of the Extraordinary Support Program (paer).
According to the same source, between May 2023 and July 2025, about 1,000 requests related to this support were received. Many complaints refer to unjustified suspensions, payments and lack of clarity over retroactive.
“Mal designed program”
The Ministry of Infrastructure and Housing admitted that the paer, launched by the previous government, was “poorly designed.” The model implies the crossing of data from five different entities: IHRU, Tax Authority, Social Security, Retirement General and Foundation for Science and Technology, without a platform that ensured interoperability among all these organisms.
This structural failure, explained the government, has contributed to the slowness of the process, errors in calculations and communication difficulties with the beneficiaries. However, the executive ensures that a program review is planned “soon” in order to correct the identified problems.
Citizens face slowness and information failures
The provision of justice also pointed out that citizens’ fundamental rights have been ignored, such as the formal notification of decisions, the grounds of administrative acts or the possibility of prior hearing. There are reports of beneficiaries who are sent from service in service without being able to obtain clear information.
The computer platforms used by the various entities were classified as fragile and unsuccessful, which has contributed to significant delays. In some cases, the supports began to be paid months late and only with a monthly amount, without visible retroactive.
Support remains in review
While waiting for the regime to be reviewed, it is committed to paying for already retroactive support to more than 129,000 tenants. For the rest, the process depends on the regularization in the Citizen Consultation Portal.
