The president of the Chamber of Deputies, Hugo Motta (Republicans-PB), said on Wednesday (27) that discussing is “a right of Congress”. He defended the initiative as a way of giving more independence to deputies and senators, saying that she meets the spirit of the house.
The Chamber marked this week the vote of the, which prevents criminal investigations against federal deputies and senators without express approval of Congress. The main idea is to restore the original text of the 1988 Constitution, which provided for the need for prior authorization from the legislature to be investigated and tried for common crimes.
“The Chamber has urgently given several guidelines of society, important sectors, economic guidelines. And discussing parliamentary prerogatives is also a priority,” said O Globo and Valor Econômico. “It is a Congress right to discuss what it understands to be important for parliamentarians to have independence about their activities.”
He also said that the discussion is necessary to ensure what he understands is established by the Constitution.

There are several parties, not only opposition or allied base parties, a feeling in the house that this parliamentary activity needs to be, I will not say better protected, but better sized from a legal point of view, “he said.
According to him, there is understanding of the house that “some decisions have transgressed the limit of what to the parliamentarian is guaranteed”.
“This institutional instability we have lived has bothered parliamentarians,” he said. “And it is not retaliation to anyone. It is a measure that the legislature understands that it should discuss, at least within the Chamber, about this constitutional revision, about what is guaranteed to us,” he said.
Motta was also asked about the interest of the Congress in regulatory agencies and about these municipalities. The mayor argued that he did not criminalize the nominations made by deputies and senators.
“It is important to point out that it is no use wanting to criminalize political indications. There are political indications that are good and those that are bad. As in everything in this life. I usually do not generalize because, when we generalize, we tend to make mistakes,” he said.
“I don’t see that this action [proposta sobre agências]at least at the House Leaders College, be priority. At least no party took this PEC as a priority in the House. I also have no prejudice with any agenda. I think the president’s work is to act impartially and put on the agenda of the day what is of interest to the parties, “he said.
“I think the discussion, the debate, always helps. Even so that we can discuss important topics like this. It’s a subject that is there, I know a little, but until then the parties have not prioritized.”
