To this day, the use of duplicates was limited in Brazil, mainly due to lack of standardization and confidence. “There is a cultural resistance in the country to see duplicates as an efficient way to get resources, which can now begin to change, in a clear maturity of this market,” says Marcelo Mazieiro, president of the Receivable Center (CERC), one of those digital recorders.

It foresees for November an initial phase with restricted features and an interoperability period among registrars, which should last about seven months. Full operation is scheduled between June and October next year. It is expected that, in two or three years, the credit ecosystem in Brazil is transformed.

With all the scanned and centralized process, the risk of fraud decreases, the duplicate of guarantees is no longer a problem and banks are more clear about the real financial situation of customers. In practice, this means cheaper and more affordable credit.

The impact can be significant: according to Mazieiro, the anticipation market of receivables, today around R $ 600 billion, can reach R $ 2.5 trillion in five years. “This market has grown 10 times in 10 years, and digital bookkeeping should help companies solve the lack of capital using their own receivables,” he says.

In practice, digital duplicate paves the way for small and medium -sized companies to turn time sales into an immediate source of credit, with less cost and bureaucracy. “We still have a lot to evolve to reach mature market patterns, such as the United States. But, with intensive use of digital data, we can finally unlock credit in Brazil, where more than $ 30 trillion in receivables are generated annually, but still little used,” adds Mazieiro.

The change was established by Law 13.775/2018, which determined the obligation to record duplicates in an electronic system authorized by the Central Bank. This model ensures unique identification of each title, linked to the electronic invoice, eliminating risk of fraud, duplications and reducing costs.

With this, companies are able to negotiate their receivables with any financial institution, transparently. The system records all relevant acts – issuance, accepted, endorsement, endorsement, payment and even burden – creating a complete and auditable history that gives more security to operations.
