According to Lindbergh Farias (PT-RJ), there is no ready text; The proposal was expected to be analyzed this Wednesday (27.ago)
The mayor, (Republicans-PB), summoned a meeting at the official residence of the house on the night of this 4th (27.2025) to try to enable the “armor” () PEC vote, but after more than two hours of negotiations, he could not sew an agreement to bring the proposal to the plenary.
The PT leader in the House, (RJ), said that the vote will not occur on Thursday (28.ago.2025) and should be for next week.
The meeting brought together party leaders and key deputies, but the differences remained. Prior to the meeting, (PL-RJ) said that it would not vote on Wednesday the PEC of the end of the privileged forum (), also on the agenda, only the prerogatives.
(PT-CE), Government leader in the House, was categorical: “Zero chances to vote today”.
Leaders present acknowledged that the text was not ready and that many did not know the full proposal until the night of this 4th (27th).
Lindbergh cited the existence of “2 texts” under discussion, indicating that they would be “Avoid Avenu”.
“We don’t think it is correct to have some kind of authorization for the deputy’s investigation. There are many controversies. Staying the Supreme Court forum. Suspending inquiries. So the confusion was large on these points,” stated.
The deputy stated that the decision was not to vote so that the rapporteur, (Republicans-MG), can try “Proposed referral”. He also confirmed that the expectation was to vote, but considered the postponement positive: “Because we were going to vote tonight at the plenary tonight. There is no closed text yet.”
Among those present were also: (PL-DF), (PSDB-BA), (Somos-SP), (PL-RS), (PSOL-RJ), (PL-SC), (Solidarity-RJ), (PP-PI), (Brazil-PB Union), (Novo-RS) and (PDT-MG).
The PEC of prerogatives, nicknamed “armor”, was one of the main demands of the agreement that ended that of the Board of Directors by the Bolsonarists in August. The proposal restricts the arrest of congressmen and prevents judges from removing them from their duties.
Understand the “armor” PEC
The PEC of prerogatives was presented by Celso Sabino (PSDB-PA) in 2021, but conducted by (PP-AL) after Daniel Silveira’s arrest by the Supreme Court (STF).
It became known as “PEC of Armage” because, in practice, it makes the ways almost null and nullized to penalize in court congressmen, changing articles 14, 27, 53, 102 and 105 of the Constitution.
