Rapporteur of the project that endes INSS discounts for associations, Deputy Danilo Forte (PSD-CE) proposed that the Credit Guarantee Fund (FGC) be used as a mechanism for reimbursement of retirees and pensioners who had improper debts in their payments.

Bringing together large banks, the FGC is a private association that protects investor assets in the event of crisis or liquidation from a financial institution.

The change made by Forte is part of the seventh report he presented to the text that should be voted in the House until next week.

Originally, the project prohibits automatic discounts of monthly fees of associations and unions in INSS retirement and pensions. The text gained strength after investigations by the Federal Police (PF) point to fraud in part of these debts.

The new version of the text says that the associative entity, financial institution or lease society that performs improper discount of associative monthly fee, or regarding the payment of loan consigned for the benefit managed by the INSS, is obliged to repay the full amount up to 30 counted from the notification of the irregularity.

By the text, if the INSS is unsuccessful in the collection of amounts with the financial institution as a result of extrajudicial intervention or liquidation, the Credit Guarantee Fund will be used as a reimbursement mechanism. This would need to be regulated by the National Monetary Council.

Government members who accompany the subject say that the economic team does not agree with the proposal and the theme will still be the subject of debates.
