The former minister of (institutional security office) was accused by (Attorney General’s Office) of being responsible for the construction of the former president’s narrative () against.
The complaint says that Heleno, together with the former director of (Brazilian Intelligence Agency), prepared Bolsonaro’s speech and ancisive with illegal spying favorable to the former president.
“The annotations and public speech of Augusto Heleno, throughout the Bolsonaro government, leave no doubt of their inclination to ideas that challenge institutional harmony and promote the intensification between powers,” says Attorney General Paulo Gonet.

The part dedicated to the reserve general is the smallest among the eight defendants of the central core of the coup plot mentioned in the final allegations of the Attorney. The pages that narrate the evidence against the military focus on speeches by the general and sparse notes in a notebook seized during the investigation.
Augusto Heleno was considered the Military Model in. It is one of the rare crowned triplices – the title given to the military who occupied first place in the three most important courses of military formation.
Besides him, only former president of the dictatorship João Baptista Figueiredo had the title in the history of the army. Message Construction
The complaint says Heleno was one of Bolsonaro’s leading consultants during his four years in the Presidency of the Republic. The finding, according to PGR, would be supported in some speeches of the former president and in documents seized during the investigation.

He found it at Heleno’s house a notebook with the Caixa Econômica Federal logo with a “prior planning of the criminal organization to manufacture a speech contrary to the electronic ballot box.”
In the notebook there is a note with the title “Reu Strategies”. The date is unknown. In the manuscript, Heleno spoke of “establishing a speech about electronic ballot boxes and votes” and said that “it is valid to continue to criticize the electronic ballot box.”
Heleno’s defense argues that the general distanced himself from Bolsonaro after the former president closes an alliance with the centrão, delivering the government’s key posts to party nominations.
Lawyer Matheus Milanez says it is “clear the difference between what was happening at the beginning of the government and what came to occur after the government’s central entry.” This is because Heleno did not participate with the same attendance of dispatches with Bolsonaro nor was heard about political matters.
About the notes, the general’s defense says that the document gathered the personal view of Heleno favorable to the printed vote. “There is no complement to this sentence that lies it to coup, violence, denial of election or conspiracy theories,” he adds.
Political use of GSI
PGR accuses Heleno of making political use of GSI to favor Bolsonaro. One of the tests was in one of the general’s notebooks. In it, the former minister wrote a plan for the AGU (Attorney General’s Office to issue opinions to allow non-compliance with court orders.
The manuscript said: “If the MJ [Ministério da Justiça] AGU URGENCY AGU of manifestly illegal court order, AGU makes a text based on the Federal Constant stating about the illegal order. “
The content, according to PGR, is identical to the material found on the computer of former ABIN director Alexandre Ramagem, also a defendant in the coup plot.
In another stretch, Paulo Gonet highlights a speech by Heleno at a ministerial meeting of 2022 that suggests “setting up a scheme to follow what the two sides are doing”.
Heleno added, “The whole problem of this is if anything leak about this because many people know themselves in this environment. If there is any accusation of infiltration of this ABIN element anywhere.”
Heleno’s defense states that the comment about the AGU was not an illegal proposal because the former minister pointed out that the demonstration would be “grounded in the Federal Constitution.”
Lawyer Milanez also pointed out that Heleno “is not in the legal area, that is, the record of the possibility of an ODA opinion is the result of the thinking of a legally lay person.”
Regarding the alleged infiltration of ABIN agents in campaigns, the general’s defense says the goal was to monitor campaigns to ensure the security of presidential candidates.
