Saldanha Lopes was born in Lisbon on August 5, 1949. Sworn in the Armada Staff Head on November 30, 2010by the then President of the Republic, ANÍBAL CAVACO SILVAand led the Navy until November 2013.

José Saldanha Lopes entered the Naval School in 1968, having specialized in communications, then becoming an instructor in this area.

He was promoted to the Higher Officer in 1985 and performed at the Naval Command at the Chief Command of the Armed Forces in the Azores, the Armed Staff, in the Permanent Atlantic Naval Force, in the Portuguese Military Mission in Brussels and was also head of the Naval Command Staff.

He was promoted to Fregata Captain in 1992 and in 1993 He became the first commander of the Navy Helicopter Squadronat the Montijo Air Base.

In 1996 he assumed the command of the Corte Real frigate, having participated in the civil rescue operation and the restoration of peace in Guinea-Bissau in 1998 and the Allied Force operation in Kosovo in 1999.

In 2006 he assumed the position of Deputy Chief of the Armada Staff and after being promoted to Vice Admiral assumed the duties of Naval Commander and Commander of the European Maritime Force (Euromarfor), positions he held until his appointment as Chief of Staff of Armanda in 2010, after being promoted to Admiral.

It was awarded, among other distinctions, with the degree of Knight of the Military Order of Avis.
