When they entered the residence, where the smallest offender resides with their parents, civil police confirmed that the computer used by the pair was logged in the SDS-PE system. Conversations were found in applications such as WhatsApp and Telegram, which showed the marketing of data from this system and other government agencies.

This fact corroborates, as the police investigation shows, Cayo Lucas’s specialization in the commercialization of government logins, including restricted police systems from Southeast and Northeast, Judiciary and Health.

“Impunity sense”

Cayo’s technical ability to invade, manipulate and defraud high security systems had already been highlighted in other stages of the investigation. He was able, for example, to insert false arrest warrants in the National Bank of Arrest Warrants (BNMP), apply improper fines and create fraudulent debts in Serasa, and issue deaths from the IRS system.

During the operation in Pernambuco, both Cayo and the teenager were, respectively, arrested and seized in the act. Subsequently, in custody hearing, the flagrant was converted into preventive incarceration, ie indefinitely.

Cayo’s criminal reiteration is highlighted by the fact that he was already the target of Operation Fatal Connection, in June this year. Even so, he persisted in perpetrating cyber crimes, demonstrating “contempt for public institutions” and a “sense of impunity.”

Country criminal organization, monitored by the Digital Analysis Observation Center (NOAD), from the São Paulo Secretariat of Public Security (), since the second half of 2024, operates on platforms such as Telegram and Discord and is responsible for a series of crimes, including threats to authorities and victims, virtual rapes, induction to suicide, affecting around 400 victims in the whole country.

What the Pernambuco government says

The Secretariat of Social Defense of Pernambuco told the Metropolisin a statement, that “so far” has not identified “failure or vulnerability” in his system.

The folder pointed out that it investigates “the possible irregular use of access credentials”, ascertaining the circumstances in which they were made available to the criminal group.

“As an additional protection measure, SDS-PE is implementing authentication in two factors, a resource that will reinforce the safety and reliability of corporate access.”

SDS-PE reinforced the arrest of Cayo and the minor, confirming their access “improperly” to “one of the institution’s systems”.
