Paraíba sanctioned the Lei nº 13,861known as “Lei Felca”which aims to combat the adultization of children. The standard was signed by the governor João Azevêdo (PSB) and published in the State Official Gazette on Wednesday (3/9).
The name of the law honors the youtuber and humorist Felipe Bressanim Pereirao Felcawhich gained repercussion by denouncing in video the sexualized exhibition of minors in influencers profiles, including Paraibano Hytalo Santos.

What is adultization?
The law defines adultization as any form of stimulation or exposure that leads children up to 12 years to adopt behaviors, languages, appearances or responsibilities of adulthood. Among the examples cited are:

use of clothes, accessories, makeup or props with sexual connotation;

participation of children in media content, events or advertising campaigns of erotic, sexual or violent character;

Exposure to songs, choreographies, languages and inadequate age staging;

Incentive to consumer patterns or typical adult aesthetics;

Encouraging affective-sexual relations incompatible with child development.
What changes with the new law
The text establishes that the state must create public policies, permanent campaigns and inspection actions aimed at children, in addition to maintaining accessible denunciation channels. Also prohibited the use of the image of children in advertisements, TV shows, cultural productions or digital content that characterizes adultization.
The governor vetoed only the article that required the Executive to regulate the law, claiming that this assignment is not up to a parliamentary initiative. The standard is already in force.
