Leaders sign a project urgency that allows BC directors dismissal

Party leaders of six parties in the House of Representatives signed an urgent request for a bill that allows the National Congress to dismiss members of the BC (Central Bank) board.

The request was submitted on Tuesday (2) by Deputy Claudio Cajado (PP-BA) and had the support of the leaders of the benches of MDB, PP, União Brasil, PL, PSB and Republicans. The list includes center parties, opposition and governors. Together, the acronyms total 300 deputies.

The movement to put the project on the agenda occurs amid analysis by the BC of approval of the purchase of Banco Master by BRB.

Since 2021, the BC has been autonomy and positions of the board and presidency have been in terms of terms of four years. Laywriting can only be performed by the President of the Republic and in specific cases:

  • upon request;
  • by disabling disease;
  • by criminal conviction; and
  • for insufficient performance in office.

By the bill, the dismissal may be approved by the House and the Senate when the Central Bank’s conduct “is incompatible with national interests”.

To be valid and being able to be guided, an urgent request would need the support of leaders who, together, represent at least 257 deputies.

The request submitted still needs to be based on the plenary and go to the vote to move forward. If approved, the proposal will be accelerated and may be voted directly in the plenary without passing the commissions.

The current BC autonomy law was sanctioned in February 2021 by then President Jair Bolsonaro (PL). The bill was presented by PSB deputies in March of the same year.

In justification, the authors-the deputy Lídice da Mata (BA) and the now former deputy Camilo Capiberibe (AP) and Bira do Pindaré (MA)-state that the possibility of dismissal is “extremely restricted” because it is the exclusive competence of the Chief Executive.

They also argue that possible dismissal may be linked to the legislature, as it is the competence of the Senate Sabatinar and approve those nominees for the BC.
