The House approved on Wednesday (3.Set.2025) the project that establishes the SNE (National Education System), which determines rules of cooperation between federative entities in the adoption of educational policies and programs.
Authored by the Senate, the text of the PLP (Complementary Bill) 235/19 was modified by the deputies and, therefore, returns to new analysis of the senators.

Quality standard
The minimum quality standards of basic education agreed in CITE should consider the different stages and modalities of basic education defined by the LDB (Law of Guidelines and Bases of National Education). Student-Quality Cost
As for the CAQ (cost student cost), the text determines that it will be progressively high to contribute to the achievement of PNE basic education funding goals.
The calculation of CAQ will follow the parameters agreed in CITE and adopt monetization subjects, considering a minimum set of inputs and their costs at the national level, according to the characteristics of the stages and teaching modalities, taking into account their variation according to the region and the place of each school system.
At most every 2 years, the evaluation will produce school performance indicators calculated on national evaluation exams with the participation of at least 80% of the students in each school year periodically evaluated.
It will also produce institutional evaluation indicators, such as those related to the profile of students and education professionals, the relationship between the dimension of professionals and the student body, the infrastructure of schools, the available pedagogical resources and the management processes.
Indigenous and Quilombola Education
The text brings specific rules for organizing indigenous school education in order to ensure the specificities of this audience. The area of occupation of the communities defined as an ethno -educational territory of indigenous peoples, regardless of the territorial borders of states and municipalities will be taken into account.
The agreement between the federated entities to offer indigenous school education will be made from national and subnational instances, ensuring the participation of indigenous peoples and federated entities involved.
As for the quilombolas, the education of this group should promote the recognition of the forms of production, transmission and appreciation of knowledge and practices of quilombola communities, ensuring compliance with the specificities of each community.
In both situations, schools must be physically in the territories occupied by these communities. An act of the federal executive will define the agreement processes that respect the specificities of the students.
Higher education
As for higher education, Rafael Brito’s text provides that quality standards will be reference to the authorization of operation of institutions and supply of higher education courses.
These standards should consider the different types of institutions and formats of supply, will integrate the national evaluation of undergraduate and the regulatory activity of supply.
The indicators of the national assessment of higher education in undergraduate will serve as the basis for the regulation and supervision of the educational offer.
Financing
