Throughout the investigation that investigates fraud in health and education contracts in cities in Pará that total R $ 198 million, it caught it a series of alleged money deliveries to public servants.
The flagrant, described by the PF in a report on the case and resulted in operation expertise, were made in 2024 during confidential steps.
The objective was to monitor withdrawals in kind of “large” values, made by partners of companies hired by public entities of the State of Pará, “possibly with the purpose of payment of bribes to public servants”.
During three days of follow -up, police monitored the movement of vehicles and individuals associated with Leader Engineering, Max Empreendimentos, Brazil Brazil, and Forte Trade.
The actions were motivated by a source that informed the corporation that Jacélio would do the Church -a Tuesday’s targets and partner of Leader Engenharia -was preparing to perform a withdrawal of $ 450,000. The amount, says the PF, was allegedly intended to pay improper advantages to civil servants.
Contacted by the column, the defense of Jacélio denies any irregularity by his client.
The first flagrant was on March 13 of that year, when a vehicle linked to Alex Jordano da Cunha, a partner of Max Empreendimentos, was identified at the headquarters of the Scientific Police of Pará (PCEPA), the contracting body of Leader Engenharia.
Already on March 14, Alberto Furtado, partner of Brasil Brazil and Fortes Comércio, was followed from the company’s headquarters to a branch of the State Bank of Pará, Banpará, where he made a “suspicious banking”.
Then he was seen alongside Jacélio Faria, both carrying “apparently stuffed” bags, according to the PF, who were placed in a vehicle belonging to Alberto’s sister -in -law and equally partner of Brazil Brazil. The destination of the vehicle was the company Cordobra Industry of Screens, which previously occupied the same address as the current headquarters of Max Empreendimentos.

Days later, on March 22, 2024, Jacélio and Alex Jordano were again seen at the same Banpará agency, where there was a new withdrawal, this time in the amount of R $ 600 thousand.
After withdrawing the money, both went to the Pará Scientific Police headquarters, where Jacélio was received by a server from the organ. “The dynamic pointed to delivery of in kind values within the public agency,” says the corporation.

In addition, the PF narrates, was also observed the arrival of Alberto Furtado to the same place, driving a vehicle previously identified in a previous action of the agents, which would reinforce the “operative bond” among the three investigated.
“The report highlights the repetitive pattern of withdrawals of large values in kind, shortly after public transfers, with meetings between entrepreneurs and servants in public places and contracting organs, and use of vehicles and companies linked to each other. This standard suggests the practice of capital washing, active corruption, passive corruption and criminal association,” concludes PF.
PF’s veiled actions followed after that. On April 18, for example, other movements were monitored by the agents.
This time, narrates the corporation, the church’s jacelium reached the same Banpará agency with a black bag, previously used in other suspicious movements.
Then Alex Jordano went to the bench, being caught entering and leaving with two full backpacks, which were placed on the Jacelio vehicle. According to the PF, both met, exchanged objects and went to different times to a restaurant.
At the site, according to the PF, they met with the server Sandro Rogério Sousa Matos, from the Legislative Assembly of Pará (Alepa).

According to the monitoring, Sandro got into Jacélio’s car with a backpack, where he stayed for 10 minutes. Then he returned to the restaurant. “The investigative analysis suggests the delivery of in kind values inside the car,” concludes the Federal Police.
After that, Jacélio was observed entering the Detran/PA building by the exclusive entry of servers, where he remained for about an hour and a half, “indicating possible privileged access to deliver illicit resources to internal agents.”
“The steps reinforce the suspicion that amounts received through contracts with funds from the Union, such as those from Fundeb and other federal sources, are being drawn in kind, physically transported in backpacks and bags, and passed on to public servants in order to ensure bidding, continuity of contracts and other improper advantages,” says PF.
Days later, in a new confidential action on April 29, the PF identified businessman Jacélio da Church at the same Banpará branch, again with the Black Scholarship, where he stayed for more than an hour. Following, he went to the headquarters of the Scientific Police of Pará, where he stayed for about half an hour, leaving with the same bag.

Hours later, he was seen accessing Alepa’s private parking lot, where only people previously authorized by deputies have access after working hours. “This suggests a bond of Jacélio with parliamentarians, especially with the president of the house,” says the PF.
On May 2, 2024, Jacélio’s same pickup truck was located again at the Banpará agency. On the same day, he was seen in a restaurant, the same time before, in the company of several investigators, including Sandro Matos, Alepa’s server, Alex Jordano and Alberto Furtado.
“The movement of scholarships among individuals, including a scholarship similar to those used in previous withdrawals, suggests the delivery of values in kind,” says the PF, noting that the alleged delivery was made in a reserved area of the establishment.
“The sequence of actions indicates a coordinated routine for withdrawal, possible transportation of money in kind, with involvement of private agents and public servants, revealing evidence of crimes such as active and passive corruption, capital laundering, and criminal organization. Diligences reinforce the elements that the contracts entered into by companies mentioned with state public entities would be used as a means of deviation and unlawful department of public resources, Some of them originated in federal funds, ”says the PF in an excerpt from the report.

How the scheme worked
According to the investigation of the case, the first step of the scheme took place from the firmament of fraudulent contracts between the companies investigated and bodies linked to the Government of the State of Pará, such as the mentioned Detran and Scientific Police, or Alepa.
According to the decision that authorized PF actions, bidding processes were authorized, assembled and carried out by employees occupying key positions of public agencies participating in the scheme, with suspected direction to certain companies.
Then, the document says, payments of millionaire values were made to the companies participating in the scheme, even without the object of the contract.
In the last stage, withdrawals of values in kind of accounts linked to the investigated companies or individuals and legal entities associated with them were performed. Then such values would be handed over to corrupt public authorities linked to state entities.
“There is also direct transfer between accounts linked to investigated companies and public authorities,” says the judge who signs the decision.
Operation Expertise
focused on committing crimes against public administration and money laundering, through fraudulent hiring of companies by various state and municipal public agencies of Pará, through the use of federal funds from the Fund for Maintenance and Development of Basic Education (FUNDEB) and the National Health Fund (FNS).

PF and the actions also include the application of electronic monitoring in one person, removal of six public servants and suspension, indefinitely, from the economic activities of 4 companies investigated, including contracts signed and currently current with bodies from Pará and the Municipality of Marituba (PA).
According to PF, investigations show the existence of a “modus operandi” that involves entrepreneurs, public servants and facade companies.
The scheme also includes the direction of bids, irregular adhesions to price registration, simulation or partial execution of administrative contracts, transfers of large public values and, later, withdrawal in kind and redistribution of these resources among the agents of the organization.
During the search, jewelry and cash were seized.
Defense
The column contacted the Government of Pará, Detran and the Pará Scientific Police, who reported not knowing the facts investigated.
The defense of Jacélio, although he said he had only recently accessed to the investigation material, denied that he committed any irregularity.
“Mr Jacécilo did not commit any act of corruption, much less needed any favoritism to obtain any contraction of the leader outside the legal dictates,” he said.
The defense of Sandro Matos evaluates that the decision of pre-trial detention against him “proved to be excessive, since there is no evidence of any attempt to interference with investigations, so that alternative measures would be less serious and fully sufficient to guarantee the process and to guarantee public order.”
Regarding the merits of the accusations, the defense stated that it will be “duly deepened and explained, in order to prove innocence in the course of the procedural instruction, appropriate time for the detailed analysis of the facts”.
Asked, Alepa, the companies mentioned and the defense of Alex Jordano and Alberto Furtado did not speak.
