The nomination, former minister of (PL), for a vacancy at the TCE-SP (State Court of Auditors) became a headache for the government (Republicans) in the midst of advancing the agenda of his political godfather.
The current state controller of the state became the target of PT and PSOL deputies at Alesp (São Paulo Legislative Assembly) for participating in one July 2022, in which the former president would have instructed his ministers to discredit the electronic ballot boxes, fostering the scenario to justify the coup plot in (Supreme Federal Court).
At the time, Rosario was a general controller of the Bolsonaro Union and defended the formation of a task force to audit the ballot box, and criticized inspection report by the technicians of the body he headed. Following, he also wondered if the meeting was being recorded.
All TCE counselors need to be approved by the simple majority of 48 of the 94 Alesp deputies. Before the vote, they are sabbathed by parliamentarians. In the two previous nominations that occurred in Tarcisio management the counselors were sabbathed and approved on the same day, while Rosario had the approval obstructed by the opposition and postponed.
The former minister of Bolsonaro was sabbathed on Tuesday (2), being harshly questioned by petistas and psoists by his July 2022. He argued that he aimed to improve the integrity of the voting system and bring improvements to the electronic ballot boxes, but did not respond if he trusts the devices. He was also criticized for not identifying and investigating the billionaire scheme of ICMS credits in São Paulo.
On Tuesday, Alesp President André do Prado (PL), Ally of Tarcísio, placed Rosario’s approval in a vote in the Plenary, but deputies of the opposition delivered five postponement requirements and exhausted the time of the sessions by subscribing to all parliamentarians to speak – each session can only have a maximum duration of two and a half hours. The scenario was repeated the next day, with another postponed vote.
The discussion phase, in which the speeches are held, must be closed next Monday (9). However, the vote may not occur for the next two weeks as several members of the base will participate in trips abroad for Israel and Taiwan.
Rosario was from the same class as Tarcisio in Aman (Military Academy of Negras) and is seen as a confidence name of the governor. However, despite the proximity between the two, four deputies of the base heard under reserve said the nomination occurred at a bad time because of the no. One of them added that Tarcisio’s presence in Brasilia throughout the week made the scenario even more delicate.
Government leader at Alesp, Deputy Gilmaci Santos (Republicans) minimized the situation. “Tarcisio has nothing to do with it, but what happens is within normality for the moment the country lives: in Brasilia we have the trial of Bolsonaro and in Sao Paulo the indication of a former minister of Bolsonaro. This has intensified the spirits of opposition, it was expected that they would lock the vote,” he said to Sheet.
Deputy Antonio Donato, leader of the petista bench at the house, said that “in this decisive moment of Brazilian democracy, someone who has no democratic convictions and acted against the electronic ballot boxes cannot be an ECA counselor.”
Rosario was nominated for the vacancy of Antonio Roque Citadini, who retired last month. It is the third of the four pensions provided for in this Tarcisio term, two vacancies to be filled by Alesp’s appointment and two others by nomination of the governor.
The previous posts were with former deputy Marco Bertaiolli (PSD) and lawyer Maxwell Borges. Bertaiolli was nominated by Alesp in 2023 in an articulation of the Secretary of Government, Gilberto Kassab (PSD), and the national president of the PL, Valdemar Costa Neto, having been approved with 62 votes in favor. Maxwell was nominated last year by Tarcisio at the request of STF Minister André Mendonça and approved by 88 deputies, including PT votes.
A TCE counselor chair is seen as strategic by parties and political leaders because its holder is responsible for judging the state government and municipalities of São Paulo, except for the capital, which has the accounts analyzed by the TCM (Municipal Court of Auditors).
In addition, the position is accompanied by benefits such as salaries of R $ 44 thousand, maintenance of the post up to 75 years of age and offices with 33 employees, 31 of them commissioned.
