Lula sanctions extra bonus to INSS servers

Employees from the Institute and the Ministry of Social Security can receive up to R $ 75 extras for processes analyzed

The President (PT) sanctioned the, transformed into Law No. 15.201, of September 9, 2025, which creates the Benefit Management Program (PGB).

The measure focuses on reducing queues and speeding up process analysis at the INSS (National Institute of Social Security) and the Ministry of Social Security. Here’s (PDF – 213 kb)

The program establishes extra payment of R $ 68 by process revised to INSS servers and R $ 75 for federal medical experts. The amounts are classified as indemnity funds: they are not incorporated into the salary, they do not count for retirement nor can be accumulated with overtime or additional for the same period.

According to the text approved in Congress, each server may receive up to R $ 17,136 per year (INSS Group) or R $ 18,900 (group of experts). In all cases, the sum with regular remuneration cannot exceed the ceiling of the civil service, now fixed at R $ 46,366.19.

The initial budget is from R $ 200 million to 2025. The program will be effective from 12 months from April, but may be extended once, until December 31, 2026. The execution will be subject to budget availability and will be regulated by a joint act of the Ministries of Social Security, Management and the Civil House.

The PGB will cover benefit review processes, medical expertise in places with no care, analysis of documents outside of regular hours and social assessments of the BPC. Participation will be voluntary and will not be able to compromise everyday care in agencies.

The rapporteur of the proposal, senator, included 3 amendments suggested by the Executive, including the obligation of periodic dissemination of goals and results in the official portals. The idea is to give transparency to the number of revised benefits, the average service time and the social impact of actions.
