Milei vetos university financing law in Argentina

Project established automatic readjustment of spending and resumption of wage negotiations; decision goes to Congress for voting

The president of Argentina, (La Libertad Avanza, right), vetoed on Wednesday (10.Set.2025) the University Financing Law and sent the decision to Congress for voting. The House of Representatives had approved the proposal in early August, with 158 votes, but without reaching the necessary to shield the text against a presidential veto.

The vetoed law established the automatic update of universities, university hospitals and research incentive according to inflation, as well as the convening of salary negotiations in 3 months and the increase of scholarships. This is the 2nd veto of Milei to a university financing law, reinforcing its strategy for controlling public spending as the center of the economic plan. Read the decision (PDF – 95 KB, in Spanish).

In the text, the government estimates that the measure would cost more than 1 billion pesos by 2025. According to the administration, the value would endanger fiscal stability and macroeconomic sustainability. It also states that the project fails to comply with article 38 of Law 24.156, which requires clearly indicating sources of funding for budget expenses. Casa Rosada classified the sources presented as “GENERIC” e “No real support”.

In the decree, the Executive argues that “The economy has clear rules, and the first one is that you can not spend more than you earn” and that “The promulgation of the measure approved by Congress would severely impair the sustainability of public finances.”

The veto directly affects universities, teachers, staff and scholars who press the government for more resources.

The government has also announced that it will send to Congress the general budget of 2026 on September 15 and recommended that parliamentarians discuss in this text university spending, “Ensuring the coherence of the budget process and the proper planning of public finances.”

It is still unclear whether the opposition will be able to gather the necessary votes to overthrow the veto. Opposing blocks considered summoning a special session on September 17.
