Albanian Prime Minister Edi Rama triggered the outrage of the opposition when he proposed to appoint an AI virtual assistant named Part on Thursday on his reign. The leader of the opposition Democratic Party Gazment Bardhi described this prime minister as unconstitutional. He recalled that, according to the Albanian Constitution, ministers must be citizens of Albania, majority and mentally competent.

Can make mistakes

Not only the opposition, but also some experts who point out that, despite their potential, artificial intelligence can make mistakes and cannot fully replace political decisions, especially in complex or disputed cases, is against the delegation of Dieglly to the Ministry of Public Procurement.

Albania, which struggles with corruption – especially in the public sector – wants to use AI to guarantee integrity processes in public procurement. The algorithm allegedly ensures the trackability of each euro spent, prevents protectionism and allows for uniform and transparent application of the rules. The Albanian government hopes that Parts will contribute to the transparency of the proceedings and at the same time shorten the procurement time.

The new Albanian government must still be removed by Parliament. The Socialist Party of Prime Minister Rama has been in Parliament – the absolute majority – for the fourth consecutive majority, but the two -thirds majority of the MPs must support constitutional changes. It is not yet clear whether the Prime Minister plans to propose a constitutional change in order to appoint Patrul as a member of his cabinet, DPA said.
