Brazil must begin a profound reflection and discussion about its nuclear program, especially in the face of global geopolitical transformations. This is the evaluation of the former Brazil in London and Washington, Rubens Barbosa, who chairs the Irice (Institute of International Relations and Foreign Trade). Barbosa highlights the technological training existing in the country and the need to prepare for an uncertain future.

The statement was made during participation in the ‘WW Special’ program, CNNwhich discussed the hypothesis that the world’s tensions.

According to the ambassador, Brazil has remarkable strategic advantages. “We have an uranium reserve that is one of the five or six largest in the world,” says Barbosa. He recalls that the country maintained a parallel program of the Navy in the 1970s and 1980s, which contributed to the accumulation of knowledge.

However, according to the president of Irice, one of the main obstacles to the advancement of a more robust nuclear program is the constitutional issue. “All exploration research, anything that is done in the nuclear area is the state monopoly,” explains Barbosa. For him, any movement in this sense would require a legal review: “The first thing we will have to do is change the constitution, or leave to change at the end of the process,” he warned.

International scenario

Despite the challenges, Brazil has already reached a significant technological level, still according to ambassador. “Brazil is one of the few, non-nuclear countries, which has the full nuclear cycle, we have the capacity, the training,” said the former watery.

It emphasizes the importance of maintaining and updating this expertise. “This should continue, we should update ourselves, because I think in this world transformation we don’t know what will happen here ten, 20 years.”

Barbosa points to the movement of other countries that already consider or are seeking to develop their own nuclear programs, citing as examples Saudi Arabia and Poland. For him, it is a sign that Brazil cannot be oblivious to this trend. “We have to think and argue,” concludes the president of Irice, underlining the urgency of the debate about the future Brazilian nuclear.
