Alternative text to broad amnesty came to be seen by the ruling base as ‘damage reduction’; Mayor must guide urgency only with the merits of the defined proposal

Allies of the mayor state that he does not want to guide the urgency to the matter without the alternative text being defined. Therefore, it tries to build matter before putting the acceleration mechanism of the text on the agenda. The urgency of a bill aims to accelerate its proceedings for up to 45 days, at most.
