According to oppositionists, approving this PEC means complying with part of the agreement to ensure the vote of amnesty to those involved in January 8, in order to try to save Bolsonaro from the conviction of 27 years imprisonment determined by the Supreme Court. The party leaders of the House should meet this afternoon to discuss the amnesty and draw a prognosis for a possible vote.
The PEC rescues the “prior license” (a mechanism that was arranged in the 1988 Constitution, and subsequently withdrawn after the approval of a PEC in 2001), a provision that gave the Federal Senate the possibility of blocking the opening of criminal proceedings against one of its members.
Before 2001, in order to open a criminal case, the Supreme Court had to ask the home for a license request to continue with the case.
