The party leaders of the House should meet this afternoon to discuss the amnesty and draw a prognosis for a possible vote.
The PEC rescues the “prior license” (a mechanism that was arranged in the 1988 Constitution, and subsequently withdrawn after the approval of a PEC in 2001), a provision that gave the Federal Senate the possibility of blocking the opening of criminal proceedings against one of its members.
Before 2001, in order to open a criminal case, the Supreme Court had to ask the home for a license request to continue with the case.
