Many pensioners continue to ask if it is mandatory to present the physical citizen card when they will raise a pension or a postcard at a CTT counter. The answer today is clear: the digital version displayed on the GOV.pt app has the same legal value as the original document.
In CTT counters, identification is mandatory to receive pensions, postal valleys or orders. The law expressed, expressly, digital documents to physicists when presented in real time in the Gov.pt application, with equal legal and probative value.

Law No. 37/2014, in the wording of Law No. 19-A/2024, began to consecrate that the documents displayed in real time in the application GOV.pt “presumed compliance with the originals, having equal legal and probative value”, prevailing on contrary norms. In practice, it means that the digital document is exactly the same as the physical.
How to use the gov.pt app in practice
To validate the identity, just:
- Open to APP Gov.PT.
- Select the Citizen card your a Driving license.
- Show the QR VALIDATION CODE to the employee.
The customer can open the GOV.pt app, choose the citizen card (or driving license) and present the validation QR in service, this fulfills the legal requirement of identification. CTT’s help pages continue to list traditional documents, but legal equivalence requires the acceptance of the digital format displayed in the app.
To the POSTALemployees of the Santa Maria post in Tavira confirmed that identification through the official app gov.pt is accepted in these surveys. They also clarified that photographs or other digital documents that do not come from the application of the government are not valid and, therefore, are not considered
And if they refuse the digital?
The law eliminated the requirement of “local electronic means” and determined full equivalence. If any counter insists on the physical, it can cite Law No. 37/2014, art. 4-A, no. 5 and 6, in the wording of Law No. 19-A/2024.
If, for some reason, the counter has momentary technical difficulties, there is no break from legal equivalence, still, bringing the physical document can streamline the care. It is recalled that the current law revoked the need to exist local equipment to validate the digital document, the legal value is the same.
For those who receive through postcard, the rule remains: it is necessary to identify, and identification can be done with the GOV.pt.
Digital has the same value as the physical document
Essentially, the State confirms: Digital documents in App GOV.pt have the same legal value as physical when presented to authorities or services. The goal is to simplify the citizen’s life without loss of security or legal validity.
