Despite receiving the visa on Thursday to enter the United States, Health Minister Alexandre Padilha will have his circulation in the city of New York Limited, if he decides to accompany President Luiz Inacio Lula da Silva at the UN General Assembly next week. The restrictions are severe of those who are often imposed on representatives of countries such as Syria, Russia and Cuba.
According to government interlocutors, Padilha will be able to move in an area equivalent to up to five blocks where he is hosted and should follow the routes between the hotel, the UN headquarters and representations of Brazil linked to the body. Diplomats from countries such as Cuba, Russia and Syria are often limited to a 40 -kilometer radius from Manhattan Island, more precisely from Columbus Circle, a roundabout in a busy area of the city.
According to the US State Department, “the imposition of such restrictions is unusual.” On a US government website there is a list of countries whose representatives may be targets of these limitations, which also include Eritreia, Venezuela, North Korea and Iran. Other restrictions may also be imposed.
