Anac opens public consultation on a new concession of Galeão Airport

The National Civil Aviation Agency (ANAC) opened on Friday (19) the public consultation 11/2025 to discuss the proposal of assisted sale of Tom Jobim International Airport (Galeão), in Rio de Janeiro. The notice was published in the Federal Official Gazette after Anac approval.

Assisted sale allows the current concessionaire to transfer operation to a new company, with the support and regulation of ANAC and the federal government.

It is worth remembering that since 2013, Galeão has been administered by the Asian Changi, from Singapore, through the Rio Gogaleão concessionaire.

The assisted sale proposal aims to ensure the continuity of airport services and preserve the quality of the infrastructure, without the need for direct and immediate resumption by the public power or the return to the public administration at the end of the concession.

“The holding of the public consultation reinforces the commitment of the National Secretariat of Civil Aviation (SAC) and the federal government to transparency in the process of renegotiation of the concession contract of Galeão,” says the National Secretary of Civil Aviation, Daniel Longo.

Contributions

Contributions should be sent by 6 pm on November 5, 2025, by electronic form on the ANAC website. Interested parties may suggest changes in documents or express criticism and suggestions directly related to the draft items.

In addition, a virtual public hearing will be held on October 14 at 2:30 pm, broadcast on Anac’s official YouTube channel. Those who wish to speak verbally at the session should be previously registered by October 9th.

Historic

In early 2022, Changi declared its intention to return Galeão’s operation, claiming that the airport movement was below the feasibility studies. However, it turned back. Since then, the government has sought ways to resume the financial viability of the concession. The measures include the redirection of flights from Santos Dumont airport to Galeão to expand passenger flow at the international terminal.

In June 2025, the Federal Court of Audit (TCU) approved the renegotiation of the concession through the assisted sale. Two months later, Vinci Compass closed agreement to buy 70% of Changi’s slice, starting 35.7% of the dealership. Infraero follows 49% of the shares, but will leave the administration after the auction, scheduled for the beginning of 2026.
