Regulatory Agency says it has improved communication with ONS and companies to give the system more flexibility
A (National Electric Energy Agency) defined this Friday (19.Set.2025) its strategy to control over production of electricity in moments of low demand.
In an extraordinary meeting with the (national system operator) and the (Brazilian Association of Electricity Distributors), the regulatory agency decided to start protocols of power cuts at plants that are directly linked to distributors and outside the control of the ONS.
These are the so -called “Type 3 Plants”. They are larger distributed generation enterprises. They are solar farms, biomass plants, SHPs (small hydroelectric plants) and CGHs (hydroelectric generating plants).
Then Aneel will try to control the other type of generation that is out of control control: solar panels installed in homes, buildings and developments – called MMGD (mini and distributed micro generation). This step is understood as the most complex.
At the meeting, the establishment of operating and communication procedures between ONS, distributors and agents was also discussed.

Aneel marked the meeting to discuss the risks of blackouts caused by the excessive production of solar energy.
The motivation was the growth of the distributed generation of electricity, which has overloaded the Brazilian electrical system. Excessive energy produced during the day, combined with low consumption of time, presses the system controlled by ONS.
On Father’s Day – August 9 -, near lunchtime, Aneel identified an excessive solar energy production that almost caused a blackout. The ONS had to perform emergency cuts of hydroelectric plants to maintain stability.
