Patients without CPF are still being treated by the system; Government estimate is that 11 million records will be inactivated every month, totaling 111 million by April 2026
The new CNS (National Health Card), from now on, now displays a name and CPF in place of the old number. The change was announced on Tuesday (16.Set) by the Ministries of Health and Management and Innovation in Public Services.
It is estimated that 111 million registrations will be inactivated by April 2026 – this July, 54 million have already been suspended. In an interview with journalists, the Minister of Health, stressed that patients without CPF are still being treated normally by SUS (Unified Health System).

Hygiene
To make unification possible, the ministry has started a kind of cleaning of the SUS users’ record base, known as Cadsus. From then on, the records went from 340 million to 286.8 million active records.
Of this total, 246 million are already linked to the CPF, while 40.8 million remain without CPF, in the analysis phase for inactivation. The hygiene process, according to the Ministry, also reaches inconsistent or duplicate registrations.

Integration
The government estimate is that 11 million records will be inactivated every month, totaling 111 million until April 2026. The goal is that, at the end of the action, the base of SUS users are equivalent to the total of active CPFs in the IRS: 228.9 million.
The advance, according to the ministry, was possible thanks to the interoperability of Cadsus and the IRS database, using the CPF as a citizen’s unique identifier and enabling access to data as a history of vaccines and medicines guaranteed in the Popular Pharmacy Program.
Users without CPF
In a statement, the ministry said it had established a temporary register for citizens attended to SUS without CPF, valid for one year. The measure, according to the statement, meets situations where the person cannot inform the CPF at the time of care, as in emergency cases.
“After high or regularization, life proof and inclusion of the CPF is necessary”, Said the ministry.
Populations that do not use CPF, such as foreigners, indigenous and riverside, remain identified by the National Health Register, nomenclature that will replace the expression National Health Card “to reinforce that it is a secondary and complementary record,” said the ministry.
Databases
The ministry said it will readjust all SUS information systems to use the patient’s CPF – starting with the most used by states and municipalities, such as RNDS (National Health Data Network), SIM (Mortality Information System) and the electronic medical record of primary care.
The calendar, according to Padilha, will be agreed with Conass (National Council of Health Secretaries) and Conasems (National Council of Municipal Health Secretariats). The deadline for completion is December 2026.
Also according to the ministry, Cadsus will be integrated into the IND (National Data Infrastructure), coordinated by MGI. “The measure will allow you to receive information from other ministries and organ, such as IBGE [Instituto Brasileiro de Geografia e Estatística] and cadunic [Cadastro Único], and share health data safely, without full transfer of the base ”, declared.
“The action will improve monitoring, combat waste and strengthen public management”concluded the ministry in the note.
