An audit of the Comptroller General of the Union () pointed evidence of fraud in the execution of received by Carapicuíba (SP), one of the cities that had the transfer of funds sent by parliamentarians, from the Supreme Court ().

Evidence of fraud on pix amendments

  • The CGU audit analyzed five amendments sent to the city of Greater São Paulo that total R $ 55 million. Of this total, there was financial execution of only two of them, and the other resources remain in current accounts in Caixa.
  • One of the amendments analyzed is from former federal deputy Vinicius Carvalho (Republicans), with a value of R $ 9 million, intended for street paving and garbage collection.

  • Another amendment, of former Deputy Alexandre Frota (PDT), in the amount of R $ 8 million, also did not have proof of expenses by the city, according to CGU.
  • The amendment aimed at a wide range of services such as traffic signs, repair on sidewalks and acquisition of ballistic vests. However, according to the audit, there was insufficient proof of R $ 7.7 million.
  • The audit found difficulty tracking spending on the use of shared bank accounts for various amendments and also the spraying of spending in various contracts.

“Another factor resulting from this” spraying “translates into the difficulty of verifying fragments of works or excerpts within a larger contract,” says the CGU audit.

Delayed and poorly done works

In addition to the problems in accountability, the auditors found a series of failures in the works carried out by the City of Carapicuíba, which range from poor execution to delays. The analysis cites, for example, problems in finishing works of roads such as Miguel Vieira Ferreira Road, in Vila Dirce, where predicted guides and gutters were not rebuilt.

The CGU mentions that a contract signed in December 2022 with a period of 720 days, on the date of measurement in July last year, had only 48% of the execution. The most expensive stretch of the package, the Jacarandá Road, had only 28% of the execution.

Evangelical Amendments

A particularity of the city of the Metropolitan Region is that the shipments made by deputies of the evangelical bench represent 58% of the amounts received via pix amendments. In general, politicians address the largest slice of their amendments to their electoral strongholds, which does not happen in Carapicuíba.

Seven evangelical parliamentarians who sent $ 92 million to the city received, added, only 9,000 votes in 2022 in the municipality – if they depended only on these voters, some of them would not be elected even councilors.

Only the federal deputy sent $ 33 million to Carapicuíba. The city is the 16th in voters of the evangelical pastor, adding to him only 2,198 votes. With this vote, it would only be the 16th most voted councilman, between 20 in the city. For Orlândia, Feliciano hometown, he allocated only R $ 500 thousand in PIX amendments. There, the parliamentarian had three times more votes.

Amendments in STF target

On the last day 15/9, the STF Minister Flávio Dino suspended transfers via pix amendments to nine municipalities. Carapicuíba is the only city of São Paulo that was the target of the decision and that received larger amounts. Dino stated that the suspension was “pending analysis of the labor plan by the sectoral ministry, absence of complementation by the entity and absence of measurement of goals”.

In another action, last week, the minister gave 15 days to the Federal Attorney General (AGU) and the Federal Court of Audit (TCU) present a work schedule for the inspection of PIX amendments, sent between the 2020s and 2024, which encompass the Lula and Bolsonaro governments.

What does Carapicuíba City Hall says

By note, the City of Carapicuíba stated that it has all the necessary documentation to prove the application of the resources of parliamentary amendments and attributed the problems pointed out by CGU to the procedures for accountability. According to the municipality, the established deadline “was very small for the volume of required documentation”.

The city justifies that, by determination of the Supreme Court, from 2024 the beneficiaries of transfer were required to present a work plan and that only after its approval can it include accountability. So far, of five amendments, one has been approved.

Management states that the responsibility to open accounts is not yours, but the federal government, and denies the spraying of resources. According to the administration, the city used funds from transfers to pay part of the municipal counterpart of agreements already signed and that “at no time was there the intention to make inspection difficult.”

Regarding poor and delayed works, municipal management said that “it is analyzing the notes made and will adopt all necessary measures for the faithful fulfillment of all contracts.”
