Odebrecht and Power China lead dispute for the first lots of the 19-Celest line

With a proposal of R $ 6.7 billion, the construction company Odebrecht took the lead in the dispute over Lot 2 of the Metro 19-Celest line, which will connect the center of Guarulhos, Greater SP, Anhangabaú, São Paulo. At the opening of the envelopes, on Tuesday, 23, the company offered a lower price than four other qualified competitors. According to the rules of the auction, to be declared winning and sign the contract, the company still needs to go through the technical analysis of the documentation.

With 17.6 km long and 15 stations, the 19-Celest line will carry 630,000 passengers per day and will be the first in the subway to connect the center of São Paulo to the central region of another city. To streamline the work, the project of the new line was divided into three lots, bid separately.

In the Lot 1 auction, held on Monday, 22, the best proposal-$ 4.9 billion-was given by the company Yellow River, subsidiary of the Chinese group Power China. Lot 3, which completes the last stretch of the line, will be auctioned on Wednesday, 24.

Upon confirmation of the winners and the signing of the contracts, the executive projects will be initiated, followed by the works. The completion period is 75 months (6 years and 3 months), from the beginning of the construction.

With about 5.6 km, lot 2 involves a stretch of five stations:

  • Juliet
  • Vila Sabrina
  • Cherry trees
  • Saint Eduardo
  • Vila Maria

Six ventilation and emergency output wells will also be made, as well as Patio Vila Medeiros, which will be close to the Dutra and Fernão Dias highways.

Target of Operation Lava Jato, the construction company again adopted the name Odebrecht this year after judicial recovery. In 2019, the contractor was renamed OEC and, in recent years, saw some of the processes in which he was involved to be annulled by alleged irregularities in conducting investigations.

Over the past five years, the company says it has delivered more than 36 projects in seven countries, a total of US $ 16 billion, in investments in public and private customer investments.

Lot 1

On Monday, 22, in the dispute for Lot 1, Yellow River’s proposal was smaller than those presented by competitors Agis, Odebrecht, Andrade Gutierrez and Achi. The approval of the winner also depends on the technical analysis of the documentation, which can take one to two months.

The lot involves the construction of 5.7 km of tunnels and will have five stations in Guarulhos:

  • Guarulhos-Centro

  • Dutra
  • Itapegica

The third lot covers the extension of Vila Maria to downtown São Paulo, with six ventilation wells and five more stations:

  • Catumbi
  • SILVA TELES
  • Cerealist
  • São Bento
  • Anhangabaú

According to the government, line 19 will connect densely populated areas and economic centers, promoting integration with other metrophoferior lines and reducing territorial inequalities. The time of Guarulhos is also reduced by 1 hour to downtown São Paulo by current means.

The 19-Scean line will integrate with other subway lines: Line 2-Green: Dutra Station and Brigadeiro; Line 6-Orange: Bela Vista Station; Line 20-ROSA: Hélio Pelegrino Station, 5-Lilac and 17-Laudo lines: Campo Belo Station.
