Motels involved in CCP scheme moved $ 450 million in 4 years, says MP

The Federal Revenue and the Public Prosecution Service of São Paulo revealed, on Thursday (25), a money laundering scheme that moved R $ 450 million between 2020 and 2024 through more than 60 motels registered in the name of “Oranges”.

The investigation, called Operation Spare, is an unfolding of the Operation Opening Occult, which had already identified the infiltration of members of the CCP (First Command of the Capital) in the fuel sector.

According to investigators, motels were used to expand the heritage of members with the distribution of inflated dividends. In one case, 64% of the declared gross revenue was reversed in profits.

Restaurants located in the establishments also operated with their own CNPJs, moving millions without compatibility with the declared activities.

The Public Prosecution Service also identified that part of the CNPJs was used in real estate operations, such as the purchase of a property of R $ 1.8 million in 2021 and another of R $ 5 million in 2023.

The transactions were linked to the core of Flávio Silvério Siqueira, appointed as the main beneficiary of the scheme, whose origin came from gambling, metrological fraud and adulterated fuels.

Investigators say that the facade companies transferred funds to a payment institution used to hide the accounting trail.

In practice, this financial “hole” mixed illicit values ​​with those of regular clients, making it difficult to track. Part of the money, according to the MP, was used to pay personal expenses of Siqueira and his wife, Sharon Nogueira.

The complexity of transactions required the creation of parallel accounting, maintained by the group, to record the scheme movements.
