Representative states that “climate of tension” between Chamber and Senate disrupts amendment of amendments on the subject that “should be processed faster”
The President of the Special Committee on Energy Transition and Green Hydrogen Production, Federal Deputy (Citizenship-SP), said on Thursday (25.Set.2025) Fear that provisional measure is impaired because of conflicts of interest between the House and Senate congressmen.
Arnaldo Jardim stated that the congressional lobby in defense of specific guidelines, which locks the processing of other subjects, can prevent the reforms in the electricity sector proposed in MP 1,300 of 2025, which were left out of the text approved by the homes under the promise of being treated at 1,304, being properly appreciated.
“I confess that I am concerned about the MP. Recent facts have created a climate of tension between the two Legislative Houses and will impact decisions. We have a situation of running over themes and our operating window to address the amendments in the text is very restricted,” he says, ” He stated during a forum “The Role of Hydroelectics in the Energy Transition” in Brasilia.
Among the subjects to be dealt with through amendments to the text are:
- measures related to the opening of the domestic consumers;
- interruptions and power generation, especially in renewable matrices, because of excessive availability and low demand ();
- storage of electricity generation through;
- Discount on the wire fare.
MP 1.304 of 2025 was edited by the federal government as a complement to MP 1.300, which dealt with adjustments in the legal framework of the electricity sector.
During the 1,300, several structural points were left out of the final text so that the text had one because of the short time it would have to be analyzed. Congress held the proceeding as much as it can.
Exclusion was made under the commitment that they would resume in a new provisional measure, which gave rise to 1,304.
Now, the text needs to be analyzed in committee and approved in the plenary and Senate until November 7 to take effect effectively. Otherwise, it can expire (lose the validity).
For Arnaldo Jardim, even if there is the impression of having enough time for the process to be done “Calmly”the subject should already be being processed. The Commission for MP Analysis has not yet been installed.
“We should already have a faster dynamic of discussion of the text.he said.
The congressman said that, to facilitate the understanding during the commission, it would be important that the electricity sector associations would jointly define the priorities presented in agreement. The goal would be to avoid “mismatches and delays ”.
“We need an effort to establish common lines of interest. If each associate pulls a congressman – as it is normal and natural to happen – to defend his interest, we risk not taking this opportunity to solve such expensive issues to the energy sector. In 2026, we will have an election year and this will get lost.he declared.
