House approves transferred capital to Belém during COP30

Project was approved with 304 votes and now goes to Senate analysis; Understand what would change

The House of Representatives approved this Thursday (25.Set.2025) the PL (bill) that symbolically transfers the Brazil capital from Brasilia to Belém (PA) for 10 days, during the holding of COP30 (30th United Nations Conference on Climate Change). Read A (PDF – 119 KB)

The text authored by the deputy (PDT-MG) was approved in 304 votes in favor and 64 votes against and now follows for analysis of the Senate. The project authorizes the temporary installation of the three powers in the capital of Para during the conference period, which will be held from November 11 to 21.

“It is a commitment from Brazil with the climate schedule and sustainable development. Transfering the capital to Belém is a way to put the Amazon region at the center of global political decisions,” affirm Salabert.

All the orders and official acts of the President of the Republic and ministers signed in this interval must be referenced as “Occurned in Belém”.

If approved by the Senate and sanctioned by the President (PT), the law will need to be regulated by the Executive Power, which will define the administrative, operational and logistics measures necessary for the installation of public agencies and teams in Belém during the event.

The rapporteur of the proposal, the deputy (MDB-PA), recommended the approval of the bill and mentioned that the temporary transfer of the federal capital has previously occurred in the country.

“It is not new in Brazil. It has happened in 1992, when the capital was transferred to Rio de Janeiro, in a national and international signaling that all attention should be focused on that great event.”he said during the plenary session.

In 1992 the 2nd United Nations Conference on the Environment and Development in Rio was held. The event was known as ECO-92 or Rio-92.

Priante stated that “COP30 is the largest United Nations event for discussion and negotiations on the international climate change regime” and will consolidate “Brazil at the forefront of climate and environmental diplomacy, a position historically occupied since Rio-92 (United Nations Conference on Environment and Development)”.
