The socialists admit to enable the new government law, given the departure of the arrival. The PS also wants to find the subject of immigration and focus on other topics, such as health and housing, on the eve of the municipalities.

The period of two years after the granting of residence remains as a general rule, but exceptions have been introduced: minor children, incapable persons and parents of resident children are exempt from waiting. For spouses without children, the deadline may be reduced to one year, provided that conditions of prior cohabitation are fulfilled. The diploma also clarifies the required integration measures, such as formation in Portuguese language and mandatory school attendance for minors.
