The departure of the Ministry of Tourism will increase to 13 the number of changes in the first level of the government of Luiz Inacio Lula da Silva (PT) in his third term. The Minister of Tourism delivered a dismissal letter to the president on Friday (26) after pressure from União Brasil and the president asked him to stay in office for another week.
The last changes occurred in May, when Carlos Lupi (PDT) left Social Security after an operation that revealed fraud in improper discounts on INSS. He was replaced by the executive secretary of the folder, Wolney Queiroz Maciel. In the same month, Cida Gonçalves was dismissed from the Ministry of Women, being succeeded by Márcia Lopes, former Minister of Social Development.
So far, it has promoted 12 changes in the terrace: nine substitutions and three relocations. Among those who left are Gonçalves Dias (GSI), Daniela Carneiro (Tourism), Ana Moser (Sport), Silvio Almeida (Human Rights), Paulo Pimenta (Secom), Nísia Trindade (Health) and Juscelino Filho (communications). There were also internal movements, such as the transfer of Márcio França (PSB) to the entrepreneurship portfolio, Alexandre Padilha (PT) to health and Flávio Dino (PSB) of Justice to the Federal Supreme Court.
Despite promising last year a broader ministerial reform, Lula has been slowly conducted changes, amid political crises and the 2026 agenda. Paulo Pimenta da Secom’s departure, replaced by Sidônio Palmeira, began the latest phase of changes. Following, Nisia Trindade left health for the entry of Padilha, and Gleisi Hoffmann (PT) took over the Secretariat of Institutional Relations.
Behind the scenes, the expectation is for new changes. Cida Gonçalves met this Friday (2) with the president and left the Planalto without speaking to the press, reinforcing the forecast that his departure from the Ministry of Women should be confirmed soon. The pace of exchanges in the Lula administration is lower than the Jair Bolsonaro (PL) government, which in the same period had already replaced 16 ministers. Michel Temer (MDB), in turn, promoted 32 changes in just over two years in office.
