The presidency of the Acre Court of Auditors (TCE-AC) and the State Prosecutor (MPAC) signed, on Monday, 29, with the Municipal Secretariat of Infrastructure (Seinfra) and the Rio Branco Civil Defense a consensualism term to face erosion in an area of the Joafra allotment.
The situation of geotechnical instability on the banks of the São Francisco stream has endangered at least four families living between Tabaco and Nanain streets.

“The expectation is very high. I want to first thank the ECA who has been gathering this great team so that we can find a solution to Joafra because we pay our taxes and know our rights.
The MPAC, represented by prosecutor Luis Henrique Rolim, reinforced the relevance of joint action between institutions to prevent greater damage to the community, noting that the situation had already been the subject of preparatory procedure established by the agency.

“This situation of Joafra is very serious. The Public Prosecution Service has acted and has a public civil action since 2008 to resolve this situation in the neighborhood. Today this term brings a light so that we can effectively solve the problem to serve the population. I want to congratulate the ECA and this action by the presidency,” he said.
The actions should be taken from the technical recommendations contained in a report developed by the Federal University of Acre (UFAC). The study pointed out risks of geotechnical instability and the need for immediate containment measures. The work was presented by Professor Dr. Ricardo Ribeiro, from the Center for Exact and Technological Sciences at UFAC.

Emergency actions
The term of consensualism establishes a plan for monitoring and monitoring of actions, which will be conducted based on the technical recommendations already presented and under the supervision of signatory institutions.
The main commitment is from Seinfra, which has pledged to elaborate an emergency action plan with its respective schedule.

The emergency action plan should include:
• Drainage correction: Immediate correction of drainage that flow at 90 ° on the margin, reappointing them to downstream with adequate angle (15 °-30 °) and submerged output in the bed.
• Construction of deflectors: construction of flow deflectors (spikes).
• Provisional stabilization: initial reperfilation of the slope and provisional margin stabilization to contain immediate risk of collapse (suggestion of wrapping and gabions).
• Vegetable recomposition: recomposition of margin vegetation.
• Risk assessment and security measures: Civil Defense Assessment of the imminent risk of collapse and adoption of security measures, including preventive evacuation if necessary.
• Monitoring: continuous hydrological monitoring.

The document also reiterates the mission of the Court of Auditors of the State of Acre, which is to exercise external control, guiding and overseeing public management, and encouraging society to the exercise of social control.
The president of TCE-AC, advisor Dulcinéa Benício de Araújo, together with Vice President Counselor Ronald Polanco, stressed the importance of institutional dialogue and commitment to the population of the neighborhood.
“The signing of this term symbolizes not only the union of efforts between control bodies, public managers and civil society, but also a concrete step to protect lives and guarantee the right to decent housing,” said the president.
