In the state budget for 2026 (OE2026), there will be news for pensioners with lower income, with the Prime Minister to announce a new increase in the Solidarity Supplement for the elderly (CSI) and the possibility of attributing, mid-year, a supplement to the lowest pensions, if there is margin in public accounts.
During the weekend, Luís Montenegro stressed that this measure is a government priority and that the exact value of the increase will be known until October 10, when the budget proposal will be delivered to Parliament.
Who can receive the solidarity complement to the elderly?
The CSI is a monthly support for low -resource seniors, aged to the normal age of access to the old age, currently set at 66 years and 7 months. Only residents in Portugal for at least six consecutive years can access this complement, according to News to the Minute.
According to Social Security, to be entitled to the CSI, it is necessary that annual income do not exceed certain limits. For those who are single, the ceiling is 7,568 euros a year. In the case of married or in a de facto union for more than two years, the couple’s income may not exceed 13,244 euros annually, and those of the applicant cannot exceed the same 7,568 euros.
This support is intended for older age or survival pensioners, as well as disability pension beneficiaries of the general regime who do not receive social benefit for inclusion. In addition, it is mandatory to authorize social security to access tax and banking information, and be available to request other supports to which there is a right.

Currently, the CSI corresponds to 630 euros. The prime minister recalled, cited by the same source, that, at the beginning of the legislature, this complement was in 550 euros and has already been the target of two updates, first to 600 and then for the current value.

Possible supplement in half of the year
The head of the government also said that, if the budget execution of 2026 has sufficient balance and margin, an extraordinary supplement may be attributed to the lowest pensions, in the middle of the year.
“We will return to a part of what we are saving to people who are retired and retired and who have lower pensions,” said Montenegro, reinforcing that this measure will be applied only if there is a financial clearance.
