The federal deputy (União Brasil-SP) filed a bill that creates the National Housing Registry to facilitate cities and neighborhoods and avoid the process of large urban centers, as justified by the proposal.
The proposal also provides for the creation of the National Registration System and the National Housing Registration Authority, both under the umbrella of the Ministry of Social Development and Hunger Fighting.
The prepared registration must contain, in addition to personal information, the current address and other previous housing places, in addition to the start and exit date of the addresses.
In justification, the parliamentarian cites “the serious problems arising from the absence of effective control over territorial occupation and population displacements, which results in disordered slum, urban planning deficit and infrastructure overload in large urban centers.”
It also argues that free registration helps in the organization of urban space, strengthening public policies and guaranteeing the effectiveness of social rights.
For him, the adoption of the National Housing Registry helps “correct historical distortions in Brazilian urban occupation, curb disorderly migration, avoid the expansion of slum in large centers and ensure greater rationality in the application of public resources, without facing fundamental rights, but rather strengthening them in the light of comparative experience and the constitutional principles that govern the public administration.”
