Government had separated R $ 1 billion in the budget proposal; 2026 budget still needs to be approved by Congress

The CMM (Joint Budget Commission) approved this Thursday (30.SET.2025) a normative instruction that increases the special campaign financing fund, known as the Electoral Fundão, to R $ 4.9 billion in 2026. Read the document (PDF – 95 KB).

The electoral fund was R $ 4.962 billion both in 2022 and 2024.

The deputy (MDB-AL) text was approved in a symbolic vote, when there is no nominal record of votes. Because it is a normative instruction, the collegiate does not need the approval of the plenary.

In the budget proposal sent by the government, the proposed reserve for the fund was $ 1 billion. The 2026 budget still needs to be approved by the Commission and Congress.

With this, in practice, the increase approved by the commission was $ 3.9 billion. According to the instruction, the amount will be collected as follows:

  • R $ 2.9 billion – They will come from state bench amendments that must, by law, be executed. This amount will be redirected from these amendments to the Electoral Fund;
  • R$ 1 billion – by canceling other expenses provided for in the budget, called discretionary primary expenses. These are funds that the government can cut or relocate because they are not mandatory.

Bulhões is also the 2026 budget rapporteur and will be in charge of choosing where these cuts will be made. Before analyzing the budget, Congress still has to discuss the LDO (Budgetary Guidelines Law).

Electoral fund

The FEFC (Special Campaign Financing Fund) was approved by the National Congress in 2017 to compensate for the end of electoral financing by legal entities (companies), decided by the Supreme Court (STF) in 2015, which prohibited this type of donation to political campaigns. Electoral campaigns in the country are mostly funded with public resources.

DIVISION

The total resources distributed by the Electoral Fund is defined by LOA (Annual Budget Law) and transferred by the National Treasury to the TSE, responsible for the transfer of values ​​to the national directories of political parties.
