Eletronuclear and BNDES will review economic and financial modeling to decide the continuity of the works of the Nuclear Plant
The (National Council of Energy Policy) determined this Wednesday (1st.out.2025) a resolution that requires the Electronuclear and the BNDES to update and complement U economic and financial studies in Rio de Janeiro.
Studies should evaluate different scenarios, including the maintenance of the agreement with a private investment signed between Eletrobras and (Brazilian Company of Participations in Nuclear and Binacional), the completion of the venture with exclusively public resources and the Project abandonment costwith impacts on all parties involved.
For the Ministry of Mines and Energy, the measure “It marks an important step for the possible resumption of plant works, offering transparency and legal certainty for decisions on public and private investments in the Brazilian nuclear sector”.
The theme has already been included in the agenda of previous meetings of the collegiate, held in December 2024 and February 2025.
However, the analysis was postponed by requests for counselors in the face of the lack of consensus on the funding model and the project’s governance structure.
Brazil occupies the 14th place among the producers of the main source of fuel of nuclear reactors and has the 8th largest uranium reserve in the world.
According to Eletronuclear, when completed, Angra 3 will have an installed power of 1,405 MW (Megawatts), enough to serve about 4 million people.
Works started 4 decades
Started in the 1980s, the works have been paralyzed since 2015, when they had reached about 65% execution.
According to (National Bank for Economic and Social Development), the cost of completion is estimated at R $ 23 billion. The amount to give up the project also exceeds the level of $ 20 billion.
The government evaluates alternatives that include electronuclear resources, public-private partnerships and even foreign capital participation.
According to the Ministry of Mines and Energy, the expectation is that Angra 3 will be completed until the end of the next decade.
