Government defines rules for preventing use of bets by beneficiaries of social programs

The Ministry of Finance published on Wednesday (1st), in the Federal Official Gazette, the rules that prohibit beneficiaries of Bolsa Familia and the Continuing Benefit Benefit (BPC) to register or use betting sites. Operators will have up to 30 days to adjust. The measure is a decision of the Federal Supreme Court (STF), which won the use of social benefits in Bets. A survey of the Central Bank showed that, in August 2024 alone, beneficiaries of Bolsa Familia spent about $ 3 billion in bets through transfers via Pix.

How will the check

According to the normative instruction, bookmakers should consult the Betting Management System (SIGAP) to verify that the user is a beneficiary of social programs. Consultations will be made by the CPF:

  • At the time of registration on the site;
  • In the first login of the day;
  • Every 15 days, for all users already registered.

If the gambler appears as a beneficiary, the registration must be denied immediately. If identification occurs in login or regular queries, the account should be closed within three days. Before lock, the user must be warned and will have two days to withdraw any available values. If there is no withdrawal, the operator will return the funds to the registered bank account.

When the return is not possible – due to problems in the account, lack of contact or refusal of the user to indicate another account – the money will be reversed, after 180 days, to the Student Financing Fund (FIES) and the National Fund for Public Calamities (FUNCAP).

Additional rules

The blockade is valid as the user appears as a beneficiary of Bolsa Familia or BPC. If you leave the programs, you can bet again, as long as you have no other legal impediment. In addition to the beneficiaries of these programs, they are also prohibited from using betting sites:

  • Under 18;
  • Owners, administrators, directors or employees of the betting companies;
  • Public agents linked to sector inspection and regulation;
  • People with access to computerized lottery systems;
  • Athletes, referees, technicians, leaders and others influenced on sports results;
  • People diagnosed with ludopathy (pathological dependence on games), with medical report;
  • Persons prohibited by administrative or judicial decision.
