Rapporteur admits to maintain exemption from LCI and LCA to approve provisional measure

The rapporteur of Provisional Measure 1,303/25, Deputy Carlos Zarattini (PT-SP), said on Tuesday (30) that the government can retreat and maintain the exemption of IR on agribusiness letters (LCA) and real estate (LCI) if necessary to approve the text in Congress.

“If necessary, if this is a condition, yes. As other proposals that become conditions for approval, we will negotiate,” said the deputy in an interview with CNN Brazil. “We have our limits, of course, which are guided by the Ministry of Finance, the IRS, but we want to reach the approval that guarantees the main of this provisional measure,” said Zarattini.

The MP replaces the forecast of revenues that have fallen with the changes in the decree that elevated the rates of the Financial Operations Tax (IOF), and is considered strategic by the government to close the 2026 accounts. In addition to it, the economic team has the approval of a project that will still be discussed in Congress on the reduction of tax benefits.

The rapporteur stressed that there is also the interest of Congress himself in the approval of the MP, citing the parliamentary amendments provided for in the budget.

“Congress itself is interested that it is approved because it is evident, within the budget are resources for the so -called parliamentary amendments. Everyone wants parliamentary amendments because it is a year of election, an important year for deputies to do their relationship with the mayors,” he said.

The economic team estimates raising about $ 20 billion with MP measures. Changes in the text, therefore, even if they predict exemption to LCIs and LCAs, would have this target in view. “We want to arrive in the approval that guarantees the main of this provisional measure,” said the rapporteur.

The Joint Commission analyzing the MP was scheduled to vote on the opinion on Tuesday (30), but the meeting was postponed on Thursday (2).
