The approval of the project that exempts income tax (IR) who earns up to $ 5,000 represents a historic achievement for Fernando Haddad, who has defended a higher tax justice in the country for years. The measure, which includes the taxation of people with higher purchasing power, was approved even in a political scenario considered challenging. “There was a lot of this reaction, even the internal PT, throwing water in an effort that has always been in Haddad’s voice inside the party,” recalled the analyst. In previous campaigns, when Haddad defended, even coordinators of his campaign showed skepticism behind the scenes, considering the agenda only as a rhetorical resource.
Resistances and Persistence
Even after taking command of the farm, Haddad continued to face internal obstacles. There was a widespread feeling that the agenda would not thrive, and that it would be necessary to seek alternatives, such as the creation of new taxes – a solution that would also face difficulties in the National Congress.
Considering the current composition of Congress, which has a right -oriented guidance and where there is strong resistance to measures that impact more privileged economic sectors. The bill still needs to go through the Federal Senate, where it may change and eventually return to the House of Representatives.
The achievement reflects Haddad’s longtime commitment to the Tax Justice agenda. “Was it the only one to defend? No. But the conviction with which I brought the matter to the debate was very firm,” said Clarissa Oliveira.
