Arrested since September 12, businessman is suspected of leading undue discount scheme on social security benefits

The (Mixed Parliamentary Commission of Inquiry) that investigates frauds at the INSS (National Institute of Social Security) approved 2 requirements to listen to businessman Maurício Camisotti. Viana justified the request stating that Camisotti would be a “Central character in the undue discount scheme perpetrated against INSS beneficiaries, which has moved billionaire figures in recent years”.

At the session, CPMI approved 88 requirements in total. These include requests for breach of bank and telephone secrecy of entrepreneurs involved in the scheme, as well as calls for testimonials. Requests related to entities mentioned in the inquiries of the PF and CGU (Comptroller General of the Union) were also approved.

By agreement between the government and the presidency of the board, items 1, 2 and 3 were removed from the agenda. These requirements requested the call of Thaisa Daiane Silva, secretary general of Contag (National Confederation of Agriculture Workers). Items 10, 11 and 12, also related to Contag, were also removed from the vote.

In a highlighted vote, items 32 and 33, who asked for the call of Edson Claro Medeiros Júnior, were taken from agenda by 16 votes against 14. In his statement to the Federal Police, Edson Claro said he received death threats from Antonio Carlos Camilo Antunes, known as “Careca do INSS”.

Item 83, authored by the deputy (Novo-RS), which requested the breach of bank secrecy of the company Empreendimentos e Participações Ltda., Was also removed.

The date of Camisotti’s hearing has not yet been disclosed, as it depends on the judicial authorization of Minister André Mendonça.

Operation “No Discount”

PF launched on April 23 to investigate an improper discount scheme in retirement and pensions of the INSS (National Institute of Social Security). The operation fulfilled temporary in the Federal District and 13 states.

According to the PF, the investigation identified the existence of irregularities related to the discounts of associative monthly payments applied to social security benefits, especially retirement and pensions, granted by the INSS.

The government reported that by 2023 the CGU (Comptroller General of the Union) began a series of findings on the increase in the number of entities and discounted values ​​of retirees. From this process, audits were made in 29 entities that had ACTs (technical cooperation agreements) with the INSS. There were also interviews with 1,300 retirees who had payroll discounts.

According to the government, the CGU identified that the entities had no operational structure to provide the services they offered to the beneficiaries and that, of the interviewees, most had not authorized the discounts. The controllership also identified that 70% of the 29 entities analyzed had not delivered full documentation to the INSS.
