The debate on the Proposal of Amendment to the Constitution (PEC) of Public Security, during the CNN Arena This Friday (3), revealed significant differences between parliamentarians regarding its effectiveness and approval by the end of the year. The federal deputies Alberto Fraga (PL-DF) e Henrique Vieira (PSOL-RJ) They presented contrasting views on the text in the House of Representatives.
For Fraga, the original text sent by the government is “illusory” and has no concrete measures to combat organized crime. “There is absolutely nothing in the PEC that treats this subject,” he argued. The parliamentarian defends the need to create a national fund, establish a national floor and constitutionalize budget appropriations for the area.
On the other hand, Vieira defended the proposal as a necessary advance, highlighting the importance of national integration in combating organized crime. “Organized crime is increasingly nationalized and even often infiltrated within state structures and politics itself,” he said, emphasizing the need for a more panoramic and integrated view.
One of the tension points involves the support of the Northeast managers. The text was modified in the CCJ (Constitution and Justice Commission) to ensure the preservation of state competences, removing possibilities for federal intervention that hurt the federative pact, as highlighted Fraga. Vieira agreed with the importance of maintaining state skills.
In turn, Fraga insisted on the need for broader reforms, especially in the, arguing that without changes in the law of criminal executions and the Code of Criminal Procedure, the problems will persist.
