Salvador pays R $ 203 thousand per doctorate of deputy mayor – 03/10/2025 – Panel

The City Hall will pay R $ 203,900 for a doctoral course for Ana Paula Matos (), Municipal Secretary of Culture and Tourism and Deputy Mayor Bruno Reis ().

The contract with the Dom Cabral Foundation, signed with unenforceability of bidding, was published in the Official Gazette of May 9 this year. The expense will be funded by the secretariat she heads.

It states that the deputy mayor has always had a technical function and that the investment in the course is aimed at qualifying municipal management leaders, with impact on public administration.

The project developed in the course will be about Salvador Capital Afro, a program with funding from the IDB (Inter -American Development Bank) that seeks to strengthen afrotourism and the creative economy.

“The study conducted by the deputy mayor aims to leave a legacy of public policies aimed at intercultural management, appreciation of the African heritage and internationalization of the city,” said the city.

The payment of courses for high -ranking members of municipal management has been questioned by the court. Last week, the 15th Public Finance Court of Salvador suspended the contract authorizing the payment of a doctorate to the Municipal Secretary of Finance, Giovanna Victer.

The payment of the course at FGV (Getúlio Vargas Foundation), in the amount of R $ 183,000, was authorized by the secretary herself. She chose not to appeal the court decision and will bear the expense.

The mayor also began in March a doctorate in Public Administration at IDP (Brazilian Institute of Teaching, Development and Research) in Brasilia. The city reported that, for personal reasons, he chose to fund the course with his own resources.

Salvador City Hall argues that the situation of Ana Paula Matos and Giovana Victer are distinct. It claims that, because it occupies an elective mandate, the deputy mayor will necessarily remain in management for four years unless he voluntarily wishes to renounce his mandate.

Ana Paula Matos signed a formal commitment to reimburse the public coffers if he leaves office before the conclusion.

Also according to the City Hall, the course and delivery of the thesis will be completed within the mandate, which runs until the end of 2028, meeting the recommended legal and conditioning requirements in the opinion of the Municipality Attorney.

Deputy Mayor since 2021, Ana Paula Matos is a servant of Petrobras and has a master’s degree in Business Administration from UFBA (Federal University of Bahia). In 2022, it was on the plate led by (PDT).

In municipal management, he was secretary of social promotion and health. His name has been quoted as a possible candidate for the City Hall in 2028.
