Government will allocate up to 200 million yuans to improve commercial infrastructure and multilingual services for tourists

The China Ministry of Finance and the Ministry of Commerce should select 15 pilot cities to receive specific financing to improve the consumer experience of international visitors-including more affordable payment methods. The announcement was made on Tuesday (30.Set.2025), through a policy notice released by the 2 ministries.

One of the most relevant changes is the implementation of payment systems that accept cards with international flags. Currently, most trades in China work only with transactions by their own apps – as OE.

The Chinese government will allocate from 100 million yuans to 200 million yuans for each selected city. The funds will be distributed over a period of 2 years and will finance several improvements in local consumption infrastructure.

According to the criteria established by the organs, the chosen cities should have a strong growth potential in the consumer sector and already regularly receive a significant number of foreign visitors. The implementation is scheduled for this year.

In addition, the program also proposes to improve communication for foreigners, given that most Chinese do not speak other languages. The plan projects the improvement of multilingual services at points in tourist attractions, hotels, airports and railway stations.
