‘It should probably be vetoed,’ says governor about ‘western bonus’ in RJ

During the inauguration of the First Special Police Station for Women (Deam) from the South Zone of Rio, on Monday, Governor Claudio Castro said he intends to veto the so-called “western bonus”, amendment approved by the Rio Legislative Assembly (Alerj) to the restructuring project of the Permanent Civil Police staff.

– How the process works by the assembly, I send to the secretariats to issue opinions. The opinions have not yet arrived. But there is a rule, and this rule hardly we will be able to break, which is a gratification not to hurt the tax recovery regime. So not only this (amendment), but any other should probably be vetoed. And this should follow the same way – said the governor.

The proposal approved by the deputies allows agents to receive between 10% and 150% of the salary if they apprehend weapons of large caliber or “neutralize” criminals in operations – an expression that, in practice, is understood as killing suspects in confrontation. The text was included as an amendment to the executive project, which deals with the reorganization of the corporation’s careers.

The state government is still awaiting technical opinions from the secretariats before formally deciding on the veto, but Castro indicated that the measure should follow the same way as other bonuses that bump into the restrictions imposed by the Fiscal Recovery Regime (RRF).

The “western bonus” has generated a strong reaction from human rights entities and public security specialists, who see in the proposal the risk of encouraging police lethality. Already representatives of police unions argue that the bonus would recognize the “life risk” faced by agents in armed clashes.
